U.N. Torture Investigator Arrives in China

The U.N. Human Rights Commission's special investigator Manfred Nowak has arrived in China to investigate the country's human rights situation. The inspection, the first one since about a decade ago, has been deferred for more than a year, because Chinese authorities and the U.N. delegate could not agree on arrangements such as whether unannounced visits to prisons should be allowed.
