Over 400 students protested what they believed was a police assault on a student in Jingzhou (荆州), Hubei Province on September 21. The students believe the police used excessive force in arresting the student, who was charged with illegal gambling. The students demanded an explanation, blocked highways and damaged police vehicles. Police denied allegations of police brutality.

According to Human Rights in China, 40 laid-off workers were beaten up and several arrested in Suining (遂宁), Sichuan Province on September 20. A CPC Committee cadre reportedly instructed the hospital not to treat the injured protestors. Three petitioners have been detained.
